What is a Civil Defence and Emergency Management (CDEM) Group?

Civil Defence and Emergency Management Groups (CDEM Groups) are being set up all over New Zealand, as part of the requirement of the Civil Defence and Emergency Management Act which became law on 1 December, 2002. The CDEM Groups are based on regional boundaries and bring together local councils, emergency services, health boards and other organisations that are involved with emergency management. The Auckland CDEM Group was formally established in June 2003 and is a new approach to the way civil defence and emergency management is co-ordinated across the region.

The Auckland Region CDEM Group

The Auckland Region Civil Defence and Emergency Management Group (Auckland Region CDEM Group) is a new partnership between all organisations involved with emergency management. The Auckland Region CDEM Group is made up of a committee of elected representatives from the 7 territorial councils and the regional council. The Police, Fire Service, Public Health Service, St John (on behalf of the District Health Boards), the Ministry of Civil Defence and Emergency Management, and Waikato and Northland CDEM Groups are observers on the committee.

The Group is supported by a Coordinating Executive Group with senior members of each territorial council, regional council, Police, Fire Service, Auckland’s 3 district health boards, public health service and St John. Delivery of civil defence and emergency management is through CDEM Group Partners and other stakeholders.

Will local councils still have individual emergency management responsibilities?

While the Auckland CDEM Group will be involved in the co-ordination of effort across the region, each organisation in the partnership retains its existing responsibilities for reducing risk, educating people about hazards and how to deal with them, and making sure response and recovery capability is good at a local level.

Auckland Region CDEM Group Plan

The Plan is a statutory requirement under the new Civil Defence and Emergency Management Act which came into effect on 1 December, 2002. Under this new Act there is a requirement for CDEM Group Plans to be produced within two years of establishment. The aim of the Plan is to provide for a co-ordinated and integrated approach to the way significant risks and hazards are managed. This will help ensure the community’s social, economic, cultural and environmental well-being as well as safety of people and property. The new Plan sets the direction for civil defence and emergency management in the Auckland region.

Purpose

The broad purpose of this Plan is to enable the effective and efficient management of regionally significant hazards and risks.
This Plan provides for:

  • Strengthening relationships
  • Encouraging cooperation
  • Seeking commitment to achieve better outcomes

Vision

The vision of this Plan is “A Resilient Auckland Region” and its mission is to create that resilience together. A resilient Auckland region is one where the community is prepared and bounces back quickly after a hazard event. This is vital in terms of Auckland’s social, economic, cultural and environmental sustainability.

The 4 R’s

The Plan addresses the 4r's of emergency management :
Reduce the effects of hazards as far as practicable.
Ready to respond if an emergency or hazard event occurs.
Responding appropriately.
Recovering as quickly as possible after the event.
